what do you mean? My Story line NPCs, when start talking and emoting i dont ear them, only their voice moving. Idk why it happens

There are some cutscenes that are partially or fully voiced. However a lot of that chatter, particularly while in hunts, is just basic grunts or hmms and haws.

Yea but im talking about the scenes where the commander is talking to me (mission briefing) etc

Not all of the dialogue is voiced, including in cutscenes. It's strange but it is what it is.

that's the japanese style of games, like zelda. paying for voice lines are expensive so they just substitute it with grunts, squeals, and hmms

It's a Monster Hunter game. That's how it is. Have you ever played a game with text to read instead of dialogue before?

I have the same problem. The characters lips move but there is no sound - I doubt the designers would have took the time to make their lips move if these scenes were supposed to be subtitles only!

Not a bug, and there's an official FAQ somewhere explaining this. Many Japanese games had this sort of thing in the 2000s, and the Monster Hunter series has retained it as a 'classic' feature.

The weird thing is the decision to make fully-voiced cutscenes as an addition to this instead of replacing it.
