How do I play quests with friends?
I've been trying for an hour now to play an assigned quest with friends but for some reason won't allow it.

Assigned quests typically have a cutscene in them. You aren't allowed to invite people until all cutscenes have been seen. The basic way to play assigned quests with others is:
  1. All players start the hunt solo.
  2. All players see the cutscene(s).
  3. All but one of the players leave their hunt.
  4. All the players that left join the one that stayed.
  5. Everyone gets credit for the hunt.
It's clunky, but that's how it works. This is only for hunts with cutscenes in them. All other hunts you can simply load up in town, and all jump in together right from the start.

Ah ok thank you for this! I just don't see why the game can't just start everyone together.

In order to join the host, does the host need to call a SOS flare?

An SOS flare will be needed if you want to have random people from anywhere join your hunt, but simply having your friends in the same session as you will allow them to see your quest on the board and join it from there the moment the cutscene ends, so you don't need to awkwardly try to fire a flare at the start of combat.

It's worth mentioning that rewards are penalized if you join a hunt after a certain amount of mission time has passed, and (depending on how long it takes for the player remaining in the hunt to trigger their cutscene) the latecomers joining the hunt will receive reduced rewards

Also, only the hunt-owner will see any subsequent in-hunt cutscenes. Friends joining their hunt will not, however. Not all hunts have multiple cutscenes, but some do.

So, while you can force multiple players into story-assignments (as others have stated, it's clunky), unfortunately it will never be a flawless co-op experience.

Why is this game so popular then if there is no 'true' co-op experience?

Because the story is basically 10% of the game. The other 90% is pure, easy-to-access multiplayer-friendly mayhem.

This only happens after the 10 minute mark, which is ample time for everyone to perform the steps above. Think the only quest with a cutscene that's around a minute long would be Xeno, but that cutscene happens at the start of the quest.

Any quest that introduces a new zone to you will have multiple cutscenes to get through. Unless the quest has you specifically hunt a monster (which happens as the final part to these quests) then the quest is just a solo tutorial of the new zone.

of note : its better for ALL players to cancel the quest after the "you can now use sos flare message appears". and then start the quest again. this way all players can join pre quest without loseing any time on the actual quest. as sometimes when you join the 1 that stayed in you wont get credit for some reason.
