Also on optional quests and so on you always need at least the quests hunter rank. I dont know when the hunter rank isnt necessary anymore but I think thats in late game so until then you have always to check if you guys have at least the necessary hunter rank for the quest. So best might be to go through mainstory kinda fast., so you unlock more optional quests that are more easy to coop than the mainstory, where you have to be ahead one mission or wait for a cutscene to play before you can join.
I think real coop will start with high rank missions when your hunter rank is high enough and you start grinding for better gear through optional missions.
Since they have made it so people can't join a hunt until the quest hosts have seen the cutscenes so you need to power through the story and you will only have the odd cutscene for some collaborations quests like final fantasy one or elder dragonss after finishing off story stuff in high rank (HR orange)...
So in all it's best to just power through the low rank(Blue) quests since they are relatively easy and have the most "story" cutscenes and after the initial levels of high rank after all elder dragon scenes have played where you move onto end game content you can Co op easy without the cutscene requirement getting in the way and farm away.
Take note that multiplayer scaling scales up from 1 player to multiplayer so 2 players will have the same difficulty as if it was scaled to 4 players.
There are also Hunter rank (HR) requirements for hunts but they shouldn't be too much of a problem as long as you stay close to each others rank and the requirements are like 13, 16?, 30, 50 and 100 for certain hunts.

is being 2 the same as being 4 players? are you sure? That's really dumb. Are the pets (whatever theyre called) any good in replacing real players?
But for the Iceborne expansion they are balancing it properly to 2 player, 3 players and 4 so it scales to the players properly rather than having just two states (solo and multiplayer) though I don't know if it balances the base game to as it's a paid expansion.
As for palicos being better than players... it really depends sometimes they can be more useful than other players if they aren't very good and they keep carting/don't dish out some damage or some form of support but currently you ideally want 4 in co op but don't let that discourage you (They don't take up faints like other players might).
I'm just I solo player though so I don't have a lot of duo experience except with a friend a few weeks after PC release and some occasional co op with randoms which usually fills up to a 4 player hunt unless it is a hunt restricted to 2 player.
* except for Behemoth and a bunch of arch-tempered mobs which requires L49+ quest.
but to be honest you will lock yourself into a Final Fantasy soundtrack hell in astera if you doesnt get carried :)
Yes until we get Iceborne, there is only Solo player scaling, Multi player scaling (as soon a second player is joining) or always multiplayer scaling (Kulve, Behemoth, Ancient Leshen)
The cats can actually be pretty tanky, they have way more health then you and can do damage, but as soon they hit <50% life you can be sure, they try to heal themself and stop combat most of the time.
But il be honest to you, they can be somehow useful with their tools to provide you with some neat extra buffs, heals etc
that said... i just fought lunastra, and my palico landed the killing blow as i was about to be wombo comboed and carted, so id never totally discount them at any point in the game.
