Chat bubbles next to optional quest
What does ti mean to have a chat bubble thing next to a optional quest?

IIRC, it means you'll need to speak with an NPC upon returning to obtain a reward directly. Basically, they're the more important optional quests, though you'll want to do them all eventually.

ive talked to every npc i can think of. And it still there.

the symbol doesn't go away, just alerts you to it

The speech bubble quests are ones that have a reward tied to it. Majority of them are canteen upgrades, a few will get you new mantles, that sort of thing.
