There isn't one best element, look at your Hunter's Notebook to see monster elemental weaknesses. For example, Kirin has a 3 star weakness to fire, so you'd want to use fire weapons against it, but that doesn't mean you should use fire weapons on everything. For the Elder's Recess specifically, there still isn't one best element. Teostra is weak to water/ice, Kushala/Nergi is weak to lightning, Azure Rathalos is weak to Dragon, it still just depends.
As for the other armor slots, just pick and choose what skills you want. Depending on what weapon you're using, you might want to go after specific pieces of armor, but you can probably get away with just using whatever up until you go against the main elder dragons. I ran full Rathian armor for health boost 3 so I could just face tank basically everything until I got a better armor set, so it's not a huge deal early on.

Getting better at using the weapon comes with experience.
Uragaan isn't a bad monster for charge blade to practice with. Make sure you are using your guard points every time it hits you and keep an eye on where it's dropping the bombs.
