Mounts are triggered by aerial damage. This can be done a number of ways, from jumping off ledges to running up walls. After certain amounts of damage is dealt in these ways the hunter will jump onto the monster's back.
If you mean the thing where you shoot the clutch claw at a monster and cling onto it's side, then that's not possible at the moment, because tit isn't included in the PC version at the moment and will be added with the release of Iceborne for the PC in January.

While a monster is mounted it is focused on bucking you. During this period it may be zooming from one spot to the next, but it's basically free damage from the rest of the team. At the end of a successful mount the monster is knocked down for even more free team damage. There's even an opportunity for the mounted hunter to deal a charged attack to knock it down.
The clutch claw does not operate the same way as above. The monster still attacks the group as normal. With the clutch claw you can use your weapon to attack it, at which a weak spot on the monster may be made at that spot (and all but guaranteed with a heavy weapon like the GS). I think it's more common to force a knockdown by latching onto the head, forcing it to face a wall or ledge and using the new flinch shot to send it flying in that direction.
