What's the deal with Blue Prominence Lunastra?
After getting absolutely bodied by Lunastra in her solo quest, i looked it up and found out she apparently has tempered stats. Was this intentional? Do I really need to use investigations to learn her moveset without getting insta-killed?

Are you talking about Pandora's Arena or something like that? Yeah, she's really hard for new players. Not to mention she's so annoying to deal with it...

The quest called Blue Prominence, where you fight her by herself in Elder's Recess. She does insane amounts of damage compared to the previous two quests and non-tempered investigations, but it doesn't actually say she's tempered.

yes she is a late addition and acts as a wall for the temporal mantle. she is intended to be late game but isnt officially tempered so you can do her quest as soon as possible similar to behemoth.
the "new monster" quests are kept at low hr requirements regardless of how hard the quests actually are.

There is not that much to learn. I'd just highly suggest to use clearmind charm or fireproof mantle to be able to freely walk around her blue flames. Her tail has "worldwide" hitbox and just keep dive-dodging on the ground when she uses nova.

AT Luna > Optional Luna > Tempered Luna > regular investigation Luna

The optional can also feature Nerg who accompanies you throught the entire fight, growing spikes passively because she's beating his arse by just existing, so he's gonna dive bomb you randomly.
Join investigations or whatever, optional Luna is cursed (albeit Kjarr Ice CB is more cursed).

Upgrade armor, have at least 20 Fire Res (can eat food to get that extra 15), Health Boost 3, spam superman dive like crazy when she uses Nova and stay down if you get hit during it. Oh yeah also Fireproof Mantle.

The fight itself gets easier with experience. My first times against her where pretty much throwing myself at the head with Hammer and getting thrown all over the place till she died.

Investigation Luna is worth just so you don't have to deal with another elder stalking the area, but until you get those, it's honestly kinda worth making an anti Luna set until you learn her. So something with fire res, health boost, wind pressure resist, etc.

Yeah. The optional quest has a Luna that is about as strong as tempered Luna in investigations.

But is she actually supposed to have tempered stats or is it a glitch? It seems weird that this is the only case of this happening.

I believe it's intended. If it were a glitch, it would've been fixed long time ago.
