Kept Secret But Not Forgotten Bug! HELP!!

In the Main Quest line, Kept Secret But Not Forgotten, when you go to Phineas' Lab, you are directed to open the hidden panel to access the "Care Package" left behind or you. I open the panel, go to the room to access the panel, only to find it empty. There is no Care Package for me. I have tried loading previous saved games (3 or 4 back from the current) and still find nothing there,

Does anyone know how to fix this? I need the NavKey to continue on. This kind of ends the game early without a satisfactory ending,

If anyone knows of a fix for this problem. I'd appreciate hearing from you.
