Guards hostile in city and stars

Apologies if this isn't a bug or if someone has already asked this. Internet search is coming up empty for me on this issue. I'm stuck in the City and the Stars and the Lying Earth mission with coming out from the chairman's office with everyone being hostile. Nothing I've tried seems to work and I have to kill absolutely everyone to continue the mission everywhere I go. This doesn't seem like it's supposed to happen? I know I have negative reputation with the board but do I really have to kill everyone in Byzantium as a result?

Jus run into the same problem, and stumbled across this trying to find a solution...

Sadly I think it is actually meant to happen. I just had to run as fast as I could and used short cuts in the city to avoid too much murder lol. And then I got stuck at the final boss fight and gave up.
