[BUG] Worst Contact Quest - Udom Bedford was replaced

I'm trying to get Ellie as one of my companions, so I do her quest to deal with Jessie. I agree to settle her debts and go to Udom Bedford, but he isn't there. He got replaced by Kendrick Siva. so I go back to bring good news but the dialogue option to talk to Jessie about her debts not existing aren't there. There should be a dialogue option to say that he has been replaced, but it's just the usual amount of questions regarding the past, soft-locking the quest.

Is there a way to access console commands or find a way to fix this?
