why are my stats lowering when i use skill points in outer worlds?

the last two level ups when i go to use my skill points everything but my speech, defense and leadership turn red and decrease when i use skill points to try and increase them and i cant figure out why.

Sounds like status effects. Do you have equipment that gives you negative status effects, or do you use consumables often? They tend to give negative status effects and it's shown during level up and other statistics.

Also, flaws cause that too, so do you have any flaws?

Look at your status effects. Stuff like being hungry/tired/thirsty lowers stats. Some consumables lower your stats and then there's phobias.
