You can still complete the fashion quests and the Parvati quest that requires you to buy an outfit. Celeste (the shop keep) only aggros on you because the two Board guards in her shop aggro on you.

1. Land at the normal Byzantium pad.
2. Leave companions behind or set them to passive
3. Kill the two guards in the fashion shop, without killing Celeste (you'll likely need to kill a few on the way to the shop as well)
4. Leave Byzantium for awhile. The guards won't respawn
5. When you come back, Celeste will interact with you normally (make sure her red marker is gone)

Hopefully that helps someone else who turned down that one Board mission and completely tanked their rep like I did

I killed a bunch earlier on and i'm kill on sight now lol. If you just shoot her and steal her key you can steal everything in the shop. Including the dress.
