That is one attribute, not two. It means that it increases your max distance away that you can still pick the lock by 2.5 meters.
Maybe is useful if the container is behind a barred door?
thievery in this game is way easier than in Skyrim and FO. as long as the npc backs are turned, you get away with it.
it's often just as easy as closing a door. you walk right past them, go in their back room and shut the door and take everything.
im the bethesda games, the shopkeeper leaves his post and chases you all around the shop, watching you like a hawk. and the bucket on the head thing has been patched out, not sure if that's one of my mods or what, but putting a bucket on their head never worked for me.
there i go again, i digressed. i think having longer lockpick range just aids in positioning yourself better outside the npc visual radius
Would be nice if there were, but nope, not in the game. As already said, it's more about being able to lockpick around a corner or such.
