Report a translation problem
1. Set FOV to 90 (for some reason with the way graphics render in this game, low FOV tends to lead to that "blurred" effect)
2. Set Screen effects, view distance, and visual effects to as high as your card can run. This also seems to get rid of the blur around edges problem (especially having high view distance, the game really uses lower graphics leading to the blur effect on low view distance)
