Consensus is that if you had tried 'The Electric Fling' before you installed DLC #2 then it would have worked fine - that something in the DLC #2 install broke this DLC #1 side quest.
I've been waiting for a fix but not sure there is one coming. You can complete the side quest by handing the recordings to Roscoe, but I would have preferred to give them to the automech for a couple of reasons.

I suspect you are right. It was introduced by the Murder on Eridanos DLC so I had hoped that there would be a patch to fix issues with that DLC and 'The Electric Fling' would get fixed at the same time. But as you say it is 4 months now so I doubt they are going to fix it - especially as I understand it has been sold to Microsoft.
I'd read suggestions that the problem was introduced by a combination of the Murder on Eridonas DLC and visiting the NVTUR before attempting to deliver the recording.
It is very natural that you visit the robot early in the Gorgon DLC because it is very close to where you land and is in a room with an unlocked door.
To test this I have just gone back to replay the Gorgon DLC, this time avoiding all contact with the NVTUR until it is time to hand over the recording - NOPE, makes no difference.
The idea that the bug is caused by visiting NVTUR early is absolutely not true, the bug is caused entirely by the installation of the Murder on Eridonas DLC so if you have done that there is nothing that can be done other than complete the quest with the Rosco e ending.
That must've taken a bit of time to do, thanks for doing the legwork.
This quest also seems to be bugged in the Spacer's Choice version of this game, unless having the flaws that makes you afraid of automotons stops you from completing it.
I can confirm that not talking to NVTUR before picking up the phonographs does absolutely nothing to resolve this issue.
