Can you get away with murder?

Couldn't find this specific question on google so figured I'd ask here...

I'm aware you can murder/kill anyone you want but thats not my goal. I'm wondering if you can say kill someone in there own shop/home/work environment and get away with it. Like a stealth kill? Or is it even if you one shot stealth kill someone and the whole town knows about it somehow.
