FWIW, the gun I use the most is a tinkered-up hunting rifle ultra w/ corrosive ammo, 2x scope, and a whisper muzzle. 330+ base damage, basically spot-on accurate AFAICT, range well past 200m, very quiet; and I have the perks that improve weak spot damage, make headshot kills do some splash damage in a 2.5m radius, and every time I kill an enemy guarantee that my next attack is a critical hit. Hunting rifles pre: Ultra don't take barrel attachments, FWIW.
Note that while the Deadeye Assault Rifle Mk II can in theory beat the HRU in DPS due to faster fire rate, it does quite a lot less damage per shot while having the same low base capacity (6), so against heavily armored enemies or if you have the guaranteed-crit-per-kill perk it may be a lot less interesting.
You'll likely find plenty of HRUs on Monarch, FWIW. By Byzantium... I think the main category I haven't seen an Ultra yet is of tactical shotguns, where I've only seem them go up to Mk 2.
