Report a translation problem
As it happens I'm not KOS everywhere, but I have had a couple shoot outs. Oddly after the firefight ends most of the locals act like nothing happened.
Specific to the why would they let you land bit, some of the NPC actually address it in flavor conversations. The folks in charge trust that no one who shouldn't have a landing key can get one, so they don't monitor. If you can land you are allowed to.
Same thinking when people put up a firewall but no other security on their networks. That human blind spot is why Trojan Horses work.
Huh, I must have made a mistake somewhere because the first shootout I had ended up cascading to civilians opening fire as well. The game is so imbalanced that I'd have zero trouble killing all the guards ... I guess I'll just try that.
Well that and when I picked a pocket... but once that firefight died down things were kosher again.
I'm pretty sure this was the quest: at one point when visiting Phineas Welles, the board wants you to send them a signal from his terminal so they can track where his base is... there are a couple of options for that, but if/when you send the signal, it reduces the Board's negative rep.
I have no idea. The only thing I can think of is the mission where I was investigating the empty space station and the Board sent the crew to kill me... maybe I was supposed to talk my way out of it?
What I wouldn't give for the Elder Scrolls Z key so I could clear all these bodies out of the streets. :/
You can get an ID card in one of the rooms. I scared off mine with a self destruct button by lying. So I only deal with the robots.
