Yeah, buy it somewhere that you read the terms and conditions of the file rights that tells you whether you can legally access your own files.. Otherwise, have fun cracking the encryption.

@Tracido: Outer Worlds doesn't have UWP encryption like Metro Exodus. The real issue is taking permission of the WindowsApps folder. After taking permission of this folder, you can overwrite existing files but not add new files without figuring out how to give yourself write permissions to the folder.

Which is not a command you are allowed for admin rights without CRACKING the encryption of the security. what was your point?

Lack of being able to mod games is generally why I don't buy Windows Store games. Only used game pass this time because there was no way I would buy from Epic.

If you know anything about Windows Permissions this is a pretty simple endeavor. Just take ownership of the top folder and grant yourself the needed permissions. Being in the local Administrators group also helps with this.

Even if you give yourself ownership of WindowsApps directory, write access is still blocked on the game folder itself. All security options are completely grayed out. I can't put mods that add any additional files into the folder, such as the mod on Nexus that adds a dll hook. However, you can copy all the files out of WindowsApps, but obviously the game won't run.
Furthest I got was getting an error message that said not enough size on disk when trying to add the mod.

I don't recommend anyone try this without first creating a restore point.

Then you haven't fully taken ownership and/or aren't an admin and/or you are using Win 10 Home with it's crippled version of security. If you have win 10 pro you can make yourself and Administrator, take ownership and then change whatever you need to change, in any folder.

On my PC I took ownership and granted the Administrator's group Full Control of "C". Just got rid of all the stupid security tricks that MS added to Windows 10 to try and lock their users out.

Note that I have pretty heavily modded my version of Win 10 Pro, but this was the first thing I did to seize control of my machine. Made EVERYTHING easier after that.

Basic .ini tweaking is apparently possible.

The location you have to copy the .ini files to is: %LOCALAPPDATA%\Indiana\Saved\Config\WindowsNoEditor\
To find and access that directoy with ease, you can either
copy & paste it into an open File Explorer window, then hitting Enter or
hitting Win+R on your keyboard, then pasting it into the popup window and hitting Enter.

If that directory does not exist on your system, try instead:
if you bought the game in the Epic Store, launch the game once so the directory and default files get created, or
if you bought the game in the Microsoft Store, use the following directory instead of the one mentioned above:
%LOCALAPPDATA%\Packages\PrivateDivision.TheOuterWorldsWindows10_hv3d7yfbgr2rp\LocalCache\Local\Indiana\Saved\Config\WindowsNoEditor\
