They still of course get into the casual matches, but you can dodge them somewhat there, whereas a lobby with 100 players almost always has at least one or two cheaters at a minimum.
So why do they restrict this popular mode? In my opinion, it's to encourage players to create alt accounts to pump up their player statistics. Yes, it's not breaking any terms of use for Steam or PUBG to create a free alt account and add PUBG free of charge to it. All you need is a secondary email address.
The restriction is easily worked around, so the only reason why it's left in the game must be due to some other benefit it delivers to Krafton, and the only other benefit that I can think of is that it makes the active accounts playing look higher.
At this point, they should give us bot only matches! Make it so you don´t get any EP, mission progressor whatever, but at least let us absolute casuals have anything thats playable!

it's okay to lose in casual too. let's not go accusing the entire game mode out of nowhere lol
