FPS with new graphic card

Hello I have a question or rather I think a problem 🙈

For some reason I just don't have that many FPS in the game, my graphics card is always between 70-90%, but sometimes it drops to 60%, my CPU is at 70-85% at the beginning of a round as soon as the round starts from the plane it is at 50-70%. I generally have between 105-150 FPS. All settings on max, in WQHD and on 105% render scaling. I don't have Vsnc on because the performance doesn't improve here either, my target of 180 FPS only comes about in the airplane. Anyway, I don't understand this as I have good performance in every other game.

I have in my Pc:
Rtx 4070 12 GB Vram
AMD Ryzen 5600x
32GB RAM DDR4
SSD
700 Watt power supply.

Maybe someone can tell me why the graphics card is running like this and I have almost as many FPS as with my 3060 ti 8GB. With that I had 110-130 FPS and 99% utilization.

At first I thought of Bottelneck, but I don't have this with the other games either or the CPU is not even at 100% utilization :(

relax buddy . we all got same problem with this newest pubg update .

before update my fps stable at 250-300 ...now after update new patch my fps under 150 and sometimes below 100 on sanhok

idk maybe they works with grapich card company to make us bought some new GPU and CPU u know what i mean hahahah

LOL yeah :D But why is my graphics card always only between 70-90% although it somehow limits itself because at 99% it would also create more FPS that I don't understand 🙈
