Low FPS in PUBG – GTX 1650 & i5-9300H Stuck at 35-40 FPS (Regardless of Settings)

I'm experiencing a frustrating FPS issue in PUBG, and I hope someone can help me figure out what's going on. To fix the FPS issue I’m experiencing in PUBG, I’ve tried several different solutions, but unfortunately, none have worked so far.
First, I updated all my system drivers, including the GPU driver, and made sure Windows was fully updated. I also checked that my BIOS was on the latest version.
Next, I uninstalled and reinstalled the game. I also verified the game files through Steam, but no corrupted files were found.
To optimize performance, I set my Windows power plan to "High Performance" and adjusted NVIDIA Control Panel settings to prioritize maximum performance for PUBG.
I closed all unnecessary background applications, especially those consuming high CPU or RAM usage.
Additionally, I confirmed that PUBG is running on my dedicated GTX 1650 GPU and not on the integrated graphics.
Finally, I tested the game on both ultra and lowest settings, but the FPS remained stuck between 35-40 with no improvements.
