First.
How did you reinstall your PUBG because a clean reinstall looks like this.
Uninstall/reinstall PUBG
Sometimes issues occur where files are corrupted, permissions aren’t set correctly, or certain aspects of the game aren’t installed correctly. To fix this we need to completely uninstall PUBG and associated files.
1 Uninstall PUBG
Go to your Steam library
Right Click on PLAYERUNKNOWN'S BATTLEGROUNDS and select Uninstall
A windows will pop up asking for confirmation, click on Delete
2 Remove associated files
Press Windows Key+R
Type in %localappdata% and then press Enter or OK
Delete the folder TslGame
Navigate to Program Files (x86)\Common Files\BattlEye and delete the file BEService_pubg.exe
Navigate to Program Files (x86)\Steam\steamapps\common and delete the folder PUBG
In Steam go to Settings>Downloads and click on CLEAR DOWNLOAD CACHE
Restart Steam
3 Reinstall PUBG
And yes, it makes a difference how we do it.
You can also try to use USB 2 ports and also to lower your polling rate.
1000 can cause issue so try 500, 250.
I used Revo uninstaller, which runs the steam uninstaller and then scrubs for files and registry entries. I recommend. Saves manual regedits
Mouse and Kb are already on USB2 as the x79 chipset supports it natively, but needs an extra controller for USB3. Call me a purist.
By gum, this fixed it. This was the issue?! Mouse polling rate?!
Set it to 250 and the issue was gone with occasional blips, so dropped it all the way to 125.

Yap, that was the issue but I can't tell you why.
PUBG isn't the only game with such an issue about it but I do read and help here a lot
and I also safe solutions for other cases like yours. Some people, including me, can use 1000hz, others not.
