They don't want to pay the necessary price to stop it. I knew it would only get worse with time so I'm happy to never have spent a dime on another online shooter since pubg.
I understand you want to believe it is but that's only a fraction of the actual hackers. There are many different types and their creators just don't sit on their ass if they can make money by modifying or creating new ones.
That's why it never stop and it can easily grow from one year to another. It's not shrinking, simply from bad to worst.

I'd like to highlight that they've banned 4,404,064 accounts permanently already this year, so it's already higher than 2023, and there's 2.5 months still left in the year. They'll easily break over 5 million bans this year.
Additionally, those published 2023 figures from PUBG are wrong. When you add up the weekly reports and track the figures like I do, the total for 2023 actually came up to 4,042,276 million permanent bans for the year. PUBG published the figures shown on your link as part of their annual developer letter highlighting how they are improving the ban rate on cheating etc. Their facts/figures excluded a good deal of the 2023 bans and made their efforts against cheating look better...when the reality showed a very clear increase in cheating levels year on year.
Even knowing the real 2023 figures, there's a very clear increase already this year.
PUBG has banned over 40 million accounts in it's history for cheating.
These facts don't matter to those that gaslight the community, don't even bother responding to them.

people know this since literally day 1. it looks like people are hacking when they are not
over the years, it unfortunately just turned into something people can use as an excuse. they themselves know the deathcam and replays are broken, but they use it as a way to make themselves feel better after they get upset after losing

"i know i lost legitimately and i know the deathcams and replay are a broken mess, but no, he was hacking for sure!"
