If you use the HOLD breath key (shift) you will steady your aim for a brief period, also drawing the mouse downwards to compensate for recoil also is highly effective.
Also when not ADS holding Right mouse button will focus aim, Kneeling and Laying prone also has an impact on your recoil.
In addition to all the above, attachments to weapons reduce vertical and horizontal recoil.
Go on the training area on the shooting range to get a hand of the aiming/recoil system.

Close range I tend to mag dump with practice using the mouse and and attachments etc, it depends on the gun and also the situation. :)
I strongly advise spending time on the shooting range and as BruxBel says, adjust your Mouse and aim sensitivity for either ADS and scopes .. well worth getting it right in the practice area, the shooting range will be a big help for sure, helps get you accustomed to the various guns and attachments and also trains your muscle memory and helps you stay focused when shooting :)
