that way only cheaters will play against cheaters.
and all legit players will play with legit players.
cheaters only end up in legit servers because they made new accounts after their accounts were banned.

Basically what you say but once the cheaters know whats going on, they spoof everything to be a normal user again.
Putting new accounts vs cheaters will block new players and it wouldn't stop cheaters.
They just buy legit-lobby ready accounts that got upranked, no difference.
It just works for a short time and there is no fool-proof solution currently.
Counter Strike had something like Trustfactor and it works to some certain point but CS only has 10 players on one server and this is just one limitation and Trustfactor doesn't work many times and Premier doesn't have it at all.
This war (ac vs cheats) is clearly lost long time ago. A;so considering that this game and Tarkov are basic testfields of hacks are pretty much self explanatory.

I know right. What a way to draw attention to how bad anticheat works v's antivirus. We all wish anticheat worked as well as antivirus.
The antivirus devs face exactly the same challenges as anticheat devs (OS security issues, virus devs constantly changing and evolving etc), but take days/hours to remedy any gaps in their detection. They do so much of a better job of it than anticheat devs.
It's actually worse, the anticheat devs have an easier job because their core concern is the game software running on the PC only where the antivius Dev's have to worry about any program at all running on the PC at all times.
Yet you are diminishing even doing it because cheaters figure it out eventually. You are basically saying that unless there's a perfect solution to cheating, don't even bother doing it, let alone suggesting it.
I'm completely for wasting cheaters time as much as possible. Shadow bans absolutely are a tool that degrades the cheaters experience and should be used.
The only types of people that would be against such ideas are the cheaters themselves.
Adding something like a "shadow system" to PUBG would be the worst implementation in history due to we all know that the PUBG community is the most toxic to ever exist right after league of legends community.
The people in PUBG rage report until there is no tomorow, even going into replay mode thinking something looks off and then reports there again.
Myself I encountered 1x 24H ban within the past 2 years but friends of mine who are mechanically good and have more than 10 years of FPS/Moba experience (Alooooot of comp) are low levels getting hit by 24h bans every single day. They get to play 1-2 games and the system auto bans them again due to rage reports.
PUBG is down bad since years and nothing will revive this game. I only play this game out of pure addiction but seeing how blatantly people cheat in ranked it won't take long until I pack my bags and look for something better and trust me some day a new game will burry this one.
Copy paste cheats are being hit by perma bans and then you have some smartasses at KRAFTON who goes into replays and determine whether someone cheats or not which is just straight up pathetic after adding 90 different anti cheats to the game.

I didn't, it was just an example and I doubt you find a better ranked mode except maybe Valorant but even there, high ranks suffer from cheating.
Either by using private third party hardware cheats or because teams group up and fool the system this way. You may have a better experience in other games but not because of fewer cheaters. I also enjoy Apex more but the cheating issue and support of the devs is worse but I still have more fun because I perform better.

This is why anti-cheat developers don't use this method often because it contains a lot of problems. I made a few correct prediction, like PUBG may add Fog of War and they did etc, and now I add another one.
PUBG most likely works on a better AI version to filter non relevant video evidence.
It still remains on human intervention but it's much more efficient if almost all cases they check lead to a ban. This will help to catch obvious cheaters more quickly.
I never said no cheating issue but regardless how often I prove such claims wrong it never stops.
