It's a map related item and not available on all maps.

It's part of the map Paramo and maybe Vikendi too, I'm not sure about that.

there is nothing wrong with using an item in-game

you would use it too. it's a great item to quickly revive teammates. it beats the usual ten second revive

is it bad because your enemies are using it against you? that's just how it works; how video games work

man, i wish EMT gear was back so i van revive teammates in under five seconds, but it was the same complaints of
"OMG WHY ARE THEY USING AN ITEM! THEY CAN'T HAVE THE ADVANTAGE!"
