There are many different reasons but VPNs are used by all people and legit people protect themselves with it because it blocks viruses etc. It helps to solve connection problems and bypass restrictions.
Like, if countries decide to block specific games because they think they do harm people.
Blocking VPNs doesn't even work properly because many would go and hire private servers to use them as VPN.
Routers have the ability to install VPNs right on the device so it's impossible to detect/block it because it doesn't run on the PC of the user.
It isn't about the skill to do so because all they need to do is checking all big VPN providers and blacklist their IPs. But as I said, the counter-move to it would be the use of private servers etc.
PUBG did try to create a filter based on the ping but this isn't something any developer has done so far and they most likely failed due to too many problems. It's not like they wouldn't care about.
I understand the political restrictions in some countries but that cannot be an excuse for allowing those players to break the game rules.
And now that most peps are asians and keep buying a lot of ♥♥♥♥ that they do (for asians ofc) we are only ♥♥♥♥♥♥ up.
Anyways this game in particular is bad at masking players ip's in that it has none. But yea while it is possible to ban vpn's it's difficult to make it last longer than a few seconds. It's ineffective regardless of method an in the end it changes nothing so all that time and money is wasted. Netflix an other streaming services are dealing with this daily and even with their vastly higher budgets and resources compared to this game company, they are struggling to block vpn's. Its stupidly easy to make your own vpn too. I rather they open the game up to private server hosts and lets users who want to rent a server, manage their own servers. Private servers an Official Servers, these selections available to the player base.
