Do you know that chinese don't have own server?
PUBG is banned there since years. How should they lock them?
It is not so simple as it looks.
China now have their own and new version of Steam.
Simply block the Chinese IP and force them to use their Chinese version Steam.
I mean the main point really is OCE doesn't have enough players to match, and therefore will needed to join in other server.
As I said, its not so easy.
PUBG is banned in China because of blood and gore.
The only way to change that is to make a special version of it like the handy version too.
They changed the game to the "game of peace" without any blood.
But PUBG corp/Bluehole hasn't the rights for PUBG anymore because they sold it to Tencent.
Only Tencent can create a version of it there as they did with the mobile version.
Correct the pc version of PUBG works just fine in China, is available to purchase and play through Steam with no issues. It is not banned.

The most words or articles about the mobile version but it doesn't make any sense to ban only the mobile version and to keep the main game alive which has much better graphics.
They banned a lot of other games too at that point.
Mobile version banned, rebranded as game for peace and now earns ten cent more than $1.5b yearly without a cent going to Krafton. Hmm, wonder why the mobile version got banned?
Tencent does not hold any franchise rights to the PC version at all in China.
If pubg pc was banned in China not a single person in that country would have access to it and very few if they did would risk playing it if it’s against the law. The CCP is not to be messed with. If the game was banned they would do what they did to battlefield 4 and completely remove the game from the country.
There is not a single respectable article anywhere that says the PC version is banned.

If they didn't ban PUBG pc they still would use the amazone server in Bejing China but that is not the case.

The market of China is closed so they need to have a partner there to release games.
