It seems you not play on the same region anymore.
Can you tell me please where are you coming from and which region did you play before?
I guess you play in EU now instead of SEA or the other way.
You can activate the network debug statistic in the options/gameplay, to see on which region do you play.
Btw, you can use a VPN if you wanna play on some specific region.
Pick a VPN server in a country close to your region where you wanna play and start Steam.
Now you can play as usual.
I have tried it on a laptop (same LAN) I got 80ms while on the PC 400+.
But you found the reason by your self.
It's not PUBG.
The problem is probably one broken slot in your router or your network adapter in your pc.
There is currently a known problem about certain Intel network chips, check that pls.

It will look for corrupt data of Windows.
