Why does every match have bots?

I'm beginning to play this game less and less after realizing that most gun fights I had in this game was a bot.

Why add bots? They just ruin the game and take away human intelligence because I rather fight a person than some bot, lol.

Higher level mean fewer bots except your region/game mode has not enough players anymore.

If you play in NA and TPP, you do have more bots than FPP players, just one example.

Most of us don't play TPP.
