How about 3 casuals a day in TPP and 3 in FPP.
Also I think they should increase the amount of real players from 12 to 16 per 100.

Drop this pretending. *Everyone* knows that LARGE portion of tpp players "prefer" it because of unfair and uncompetitive peak advantage. In FPP, one can rat only in toilet, but in TPP - one can rat anywhere, basically behind any corner/obstacle. Sadly for you - no secret in that, it takes only to open Twitch to see how tpp players "play" :]
So yeah, if you don't *prefer* fair play - just don't play the game. There are already game for "tpp and skins" - Fortnite. Already a game for built-in cheats for which you not only not be judged - casuals will be even defending you (COD). Why going to most-balanced[in the past, by now...-_-] regarding "realism" game and trying to ruin it? It's not 2000 where there are no choice of what to play - options are endless. And Pubg had great idea/"realism" balance among all other competitors[emerged later as a *copy* of Pubg].
And by same your logic: "people playing with cheats means that they just 'prefer' playing with cheats".
P.S. For a most part of gaming industry there was NO switching between fpp and tpp and it was fine. It was just differnt type of game(FPS needed FPP, of course, while more "adventure-oriented" [half-]shooters could've use TPP for better immersion with main hero. No such things like "tpp CS" or "fpp Tomb Raider", that's just bullsh1t.
Tho I bet you'll never understand that(and that you already forgot "preferring cheating" part by now)
