The 7900 xtx seems to have some temperature issues, so one thing you can try is to underclock your card.
You can do so by using MSI Afterburner to reduce the power limit and core clock.
This is how I save 80 watts while not losing any or better, much performance.
I do use 78% power limit and -15 core clock. Your card is even better than my 2080Ti, so you probably have more potential to reduce it further. This also does decrease your temperatures significantly.

Don't buy AMD graphics cards. They are notorious for overheating and becoming unstable. Nvidia is a much more refined choice for overall stable performance. I learned that the hard way when I had two systems with the same specs but one AMD and the other NVIDIA. AMD is not properly optimized for this game, unfortunately.

If you used 2080 before without issues, it's most likely related to your new GPU and other customers did report some heat issues there.
I'm not surprised because your card is high end and 24 Gb of Vram speaks for itself.
Did you check your temperatures?
Changing the driver is also recommended. Upgrade but also downgrade, depending on your current driver version.
Please don't use Direct x 11 enhanced or 12, both are still in beta.
You can check your settings in the graphic options of PUBG down below.
Verify the files of PUBG and see how it goes.
What you can do is, join the training match and do the same but record it.
Google PUBG support and open a ticket and explain what did happen and provide as much information as you can and also the video. This could be some conflict between PUBG and specific hardware setup etc, so the devs have to take a look into it.
Did you try a different GPU driver?
Do you still have these drops to 40 while watching in the smoke?
I play at minimum graphic settings stuck at 144fps (Vsync). But the last 2 weeks I'm seeing my frames dropping to 50fps while walking inside 6 or 7 smokes.
I have a Ryzen 7 7700x, and a 2060super.
