We had the same scenario more than 1 year ago and later the devs showed to us what did happen.
Cheating decreased.
What does it means?
Many people you have reported didn't cheat. Some still may avoid getting reported/banned but related to other claims of people, "Most/many people cheat", it's proven already.
I know many still deny this point because everyone believes to make everything right but it still doesn't change the things we know.
So what you report here isn't the lack of work of the anti-cheat, it's probably the opposite again and it was the reason why I did know, free to play won't change the cheating situation much in the long run, at least, not getting worse.
This is another point many wouldn't believe, cheating can decrease.
If you want rid of cheaters, please visit PUBG Shield and submit your videos there. Usually takes a couple of days before decisions are made.
They work hard and have a very respectful community, discord and website.

How is average K/D even a metric when many bans will happen without the cheat playing a game?
It is a dishonest metric that only passes basic scrutiny.
It is a good metric to make yourself sound good by averaging out the all the permabans, even those where a game was never played and give yourself a pat on the back.
Give us real data, not a crappy marketing graph that tells us nothing.
We could answer real questions on anti-cheat.
1. How many banned accounts per month.
2. What reason for ban.
3. Region ban account was using.
4. Account age.
5. K/D average of last 10 games prior to ban kicking in.
6. Average placing of last 10 games prior to ban.
That should pretty much answer much of the arguments on here.

How can you get feedback from players you didn't report?

Wow so much deliberate misleading statements that you would know are not true Lega.
The reason they are not banning players it not because as has been falsely stated that the players who are being reported are not cheating, as Lega would have no way of knowing if said players were cheating or not. It is because alot of players now use undetectable cheats, so even it is plainly obvious someone is cheating the devs will not ban them unless they are 100% certain the person reported is cheating, in other words they have to detect a cheat being used to ban someone, if they get cheats from sites offering undetectable cheats, which I have proven to Lega, which he completely ignores because it does not fit his narrative, then they won't get banned. Period.

Same here, though some ban reports you get might be pretty old. I think PUBG try give you the feeling they ban people by sending you same reports over and over also from older times. By this it looks like they ban a lot of people.
Easiest way to get rid of cheaters would be to reject connections from VPNs (technical possible).
You're reaching and pulling stats out of thin air. False stats with absolutely zero evidence.
I can evidence my statements as they're available on a daily basis which accounts are banned and anyone can look at these stats. You're just regurgitating ad hominem what the company is telling you. Welcome to orwellian times.
If you want to prove facts, show the evidence.
