Its better to limit FPS so GPU (and CPU) will not overheat so much, theres no need to have 200 FPS on 60 Hz monitor, 60 Hz monitor can display 60 FPS. 140 Hz monitor 140 FPS.
For example if you ve got 140 Hz monitor, set FPS limit to 145 and you re fine, no need to push GPU to max limits. Of course it can handle for example 230 FPS, but you dont need it, cause monitor will not show you that FPS above 140..
With 60 Hz monitors go for limited 65 fps etc etc.
Do this with all games, theres no need to play some old-school RPG for example with 380 FPS, GPU to the max limits, heat, need more power etc.. When you ve got 60 Hz monitor.. Yes, its nice to have lets say 140 FPS in PUBG, but for this you need also 140 Hz monitor :) Programs like FRAPS will show you that you have 140 FPS, but its like system information, 140 FPS on 60 Hz monitor - your eyes see 60 FPS, but system works for 140 FPS - needlessly..
Protect your GPU and whole PC from unnecessarily overheating if you can.
But this didn't solved my problem either :/

Click on TslGame.exe right mouse button/properties/compatibility and deactivate Windows Fullscreen optimization.
Join your AMD Graphic tool of your GPU and search for a setting where you can set it to fullscreen too. Ingame of PUBG do the same pls and try it again.
In my Nivida it's a tab that calls "Display position and scaling", so I hope you have some in your AMD tool too.
Now try it again and come back if it didn't work.
Games do not like the fullscreen optimization of Windows.
It's not bad all the time but I do have it off in all my games.
