what is the difference between HRTF on & off ?

It enables virtual surround, meaning that every sound is represented like an object instead of the default audio signal which could be thought of as a wall. Virtual surround (called HRTF in PUBG) is just converting the standard audio signal to imitate true surround sound

In most cases you're better of with the default setting (stereo) when using a standard headset but you should test it. If you have an expensive headset with surround capabilities, you should use the manufacturers software.
