Thank you! Very useful tip! I didn't know it even applies to game (I thought it was limited within inventory interface only). Do the enemies still see the helmet, right?
I understand your point. Nonetheless it has to be like this otherwise other people is deceived about someone's real head gear protection and might be easily tend to think about something suspicious running.
once skins like that change the layers of actual armor it would make them p2w as NO one would be able to guess what you were wearing and would always have to assume you are decked level 3.
if you want the fully ability of the skin
just
dont wear a helmet and wear whatever hat you wore in.
There you go, that's the true point. It's not for everyone though, just don't buy it. Nothing ever truly is for everyone.

Only useful skin is the waist down, that's it.
Not really - jackets, coats and some other chest skins arent covered
