Report a translation problem
It seem you have some rare conflict between some hardware part and Wellbia.
You already did try most useful solutions so I can't post you any new ones.
What you should do is. Google PUBG Support and open a ticket there and write in detail where your problem is.
Maybe they have some more solution but at least, they know there is a problem about it.

I gave him a new harddrive, installed windows(10,pro) compleltly new and installed PUBG.
On pubg start Wellbia.con security ♥♥♥♥ asked for permission.
He clicks "no" now every time. problem didnt accure again.
i also press "no" everytime i start PUBG.
AND TBH:
Everyone who press "yes" (and dont know them) is an idiot in my eyes. There are no reasons why u should trust them. So tell that your OS? I mean: IT ASKS YOU if you can trust this company u never heard from before....
Did i just call >90% of all pubg players idiots? Probably.
Lots of other people are having the same problem.
Goto
C:/Program/Common Files/PUBG and run "unistall.exe"
After the black window has closed (cmd), restart the computer, when you restart it returns to the same folder and delete the driver (navagio.sys). (For me, the whole folder went missing after uninstall so I didn't have to delete it, be sure to check if you have navagio.sys there, if yes, delete)
When you open the game, an alert will appear asking for disk access, press no and the game will open without that annoying driver
The last step of denying access to the disc you will have to do every time you open the game.
Also now I upgraded my motherboard, CPU and RAM and (not to anything fancy just above minimum req. ) and problems stopped
This proably isnt it, but out of curiosity where is steam installed to?
Installing steam to program files is known to cause permission problems. If that's the case trying moving your steam directory to the main root of your drive and see if that helps.
You need to set an exception of PUBG to your anti-virus.
Please set it to threat protection and not the firewall.
Maybe do the same with the Wellbia.exe
Also:
Uninstall/reinstall PUBG
Sometimes issues occur where files are corrupted, permissions aren’t set correctly, or certain aspects of the game aren’t installed correctly. To fix this we need to completely uninstall PUBG and associated files.
1 Uninstall PUBG
Go to your Steam library
Right Click on PLAYERUNKNOWN'S BATTLEGROUNDS and select Uninstall
A windows will pop up asking for confirmation, click on Delete
2 Remove associated files
Press Windows Key+R
Type in %localappdata% and then press Enter or OK
Delete the folder TslGame and WELLBIA
Navigate to Program Files\Common Files and delete the PUBG and UNCHEATER folder
Navigate to Program Files (x86)\Common Files\BattlEye and delete the file BEService_pubg.exe
Navigate to Program Files (x86)\Steam\steamapps\common and delete the folder PUBG
In Steam go to Settings>Downloads and click on CLEAR DOWNLOAD CACHE
Restart Steam
3 Reinstall PUBG
I think this is the general feeling of everyone..It sucks...ALove the game, but instead of being able to play for an hour or 2; I am instead troubleshooting why it is broken yet again.

Just clicked "NO" every time and played normally.
