The ‘ is the emote. It’s on your top left of your keyboard

Not true, it depends on the keyboard and I believe you are talking about english language keyboards. Me for example got a Swedish keyboard(3 more letters then you britts and yanks) its not the tilde key at all and I had to remap it to even be able to use the emotes. Also it depends on what language you have set for your keyboard in windows too as I can set my keyboard as english bu then t a few keys don't match to what they do then.

For me it's F4, but the easiest way is probably to check your key bindings in the options
