I think Screen teraing happens when the fps goes above you rmonitors refresh rate.
Try rereading his comment and you'll see that is what he pretty much said.
I think peoples big issue is that they have some kind of software issue that is causing their framerate issues. Games don't like certain software running or OSDs being displayed on the screen. Basically don't use any monitoring software unless you know it's setup 100%, i bet a million dollars most don't have it setup correctly. Was a big issue for BO3 players.
There is litterally all kinds of software that can cause issues. Some of it is related to windows 10 like the xbox game and game dvr. Disable all that. Turn off apps under privacy, actually id turn off all of the privacy settings, they are not needed.

low vs ultra settings has a huge impact on game visuals.
ssd secure erase, clean windows installation and the same with all the drivers needed have been performed a month ago with no result.
As MrChinChin said just wait 2 days to get the new live server update, then everything should be just fine
If they have heavy use of the page file they can, like this game, there is more to performance and a smooth experience than just the bottom line FPS.
Arma games can lag when scoping in on complex scenes, a ssd will fix it. Just an example.
