About boots, I don't think it makes any difference. Haven't tested it myself, put I saw couple people reporting it makes the footsteps quietter for you, but others hear them just normal. This would make sense.
It just seems like a dumb feature, it is like making jackets making you run slower, make it optimal way to play by not using customization items.
If you are in a team, you can try it out, and report here. I play mostly solo, so I can't confirm it.
Barefoot makes noises differently than the shoes. So, running on grass is a little more silent but when you're walking around in a building you seem to make more noise.
Pretty well done in my opinion.
