Low GPU (and CPU) usage - GTX1070

Hello,
I've been stressing out over this issue for more than a month now, and my patience has reached it's peak :(
After hours upon hours of exploring this issue, I simply came to the conclusion there's just probably something wrong with my card.

My CPU is a Quad Core i7 6700K 4.0Ghz+
My RAM is a 16G (2x8G) Corsair Vengance LPX Black DDR4 3000Mhz
My GPU is a Gigabyte GeForce GTX1070 8G D5, 1594Mhz G1 Gamingץ

My problem is, as stated above, low GPU (and quite low CPU usage too, to be frank) when I play PUBG. I've been playing other games (mostly Blizzard games) and in those, my GPU usage was always at 95%, giving me a smooth, high FPS, stutterless gaming experience. When I enter PUBG, my GPU usage is at 99% when in lobby, but once the game starts, the GPU stutters, flactuating from 40%-90% GPU usage. Obviously when the card is at around 90%~ usage, my FPS is pretty high (100+) and the game runs smoothly and beautifuly. In most cases though, my usage is at 40-60% and so, my fps goes all the way from 30 to 130. It's super unstable and super unplayable. One moment I can run in the open, look around, chill with a steady 110-115 FPS, and then, suddenly (mostly when I come into a town or into a shoot-out), my FPS jumps all the way down to 40-50. This huge FPS gap is causing my screen to tear-up completely and I end up under-preforming in most cases.

I KNOW the game is not fully optimized yet, but there's plently of people running same specs and not having any FPS or GPU usage issues whatsoever. Obviously i've been tweaking with the Nvidia settings and In-game settings, and I think I've tried all possible options.

Can it be a specific defect in my card? Is there any way of fixing it or pushing the GPU usage to 99%?

I"ve tried everything really, but currently @ 1920x1080, AA, Textures on High, View Distance on Medium-High and everything else on Very Low. Scale @ 100%.

I've been trying to tweak those around, obviously, but the changes are minor.

Game's on SSD. CPU'S usage goes at around 40-70~. Most cores are at an avg. of 50~ i'd say.

not really, i've seen many youtube videos of people playing with the same setup at 99% GPU usage, and an avg. of 100~ FPS on high settings.

Then its not being throttled.

This sounds like a rare bug with the game. You should contact bluehole support or ask on the official form to see if they know anything about it.

Set scale to 120% or jump to 1440p straight. View distance can be set to low.

Try reducing view distance to low or medium as it can cause stutter as it loads so far. And textures to medium. Try if it helps.

I'm using the MSI afterburner thingy. It displays 8 CPU's, some are at 30~, some at 50~, some close to 70~ (sorry, i'm not a big expert when it comes to those things). Is there any way to know which core is being used? (or is there an option to cancel other cores from operating? ;o).

Also, i've tried the 120% scale - FPS was even lower. i dont have an option for 1440p. guessing its due to my screen? i have a BenQ ZOWIE 24 inch 144Hz, 1080p

I had the same problem for some reason this fixed it for me https://www.youtube.com/watch?v=wgKJMsJ-6XU its a bit odd that it did , I didnt install this with the purpose of it fixing my game i just did it randomly but i noticed that my games were running alot smoother and less stuttering.
