Screen Stutters when I aim down sight and make a shot

Please help this is so frustrating on squad games when an enemy squad is engaging us. Whenever i take a shot while aiming down my sights the screen stutters and lag. Its like scanning pictures frame by frame. What makes it more frustrating is i have 60-80 fps all the time and whenever this happens my fps jumps and spikes from a 60 going to 80 jump then a 70-60 jump. The shots i take are very sticky if i describe them even when im shooting from afar. Please help on what to do.This has happened after the latest patches.

I have an i7 processor, 8gb of ram, GTX 970 and have been running the game just fine sometimes getting render problems while landing but the sticky stuttering screen is what frustrates me.

Actually have a similar issue although I can't say for sure it's stuttering, but there definitely seems like a delay on my ADS when I click my mouse button and at times I have to click 3 times to get it to respond. I am using a Death Adder which is brand new, only seems to be an issue with PUBG ?

My Vysnc is turned off, settings are set to very low with textures,view distance on medium and anti aliasing on high.

I have a similar pc. My stuttering went away after I put my pagefile onto the SSD. Runs perfectly fine now.
