Also, they really need to rework the armor system in the game. T3 is rather pointless when I've seen a single AKM/Kar/SKS shot drop the T3 helm to 6 armor and drop the life of the person to right above knock out.
Given how much misinformation is in some of these posts listen to this guy. Higher armor blocks more damage...so if a level 3 is half damage vs a full level 2 the level 2 will be more effective vs a smg but less effective vs a kar98. For a helmet I would take the level 3 always, for a chest if it's over 1/3 damaged I take the lv2
