People saying my microphone is constantly being transmitted
When I use 'Voice Activated Detection' in TeamSpeak or 'Voice Activity' in Discord, people on the other end say they only hear me when I talk, cough etc., which is how it should work.

However, when I have 'My Voice' set to 'Always' in-game (for when I'm not using TeamSpeak or Discord), I'm told my game is constantly transmitting my microphone, including when I press keys on the keyboard (it's even a non-mechanical, quiet keyboard).

I've tried adjusting the 'Voice Output' setting to 50 but I've been told on the other end that it hasn't changed anything, so it appears that setting isn't for pick-up sensitivity but in fact just the volume my microphone audio is heard on the other side.

As I said, it's fine in TeamSpeak or Discord, so there's nothing wrong with my microphone or system settings.

Any ideas?

No. I don't want to have to remember to press a button to talk. Or, even if I remember, I don't want to keep pressing it to talk.

Being able to talk naturally is better.

As I said, it's fine in TeamSpeak or Discord, so there's something wrong with the game.

I'm not sure how this functionality is supposed to behave within the game, but I can imagine it being ♥♥♥♥♥. Just like many other things in PUBG.

But yeah, I agree with you, Discord works better.

Your mic input sensitivity is too high when using that voice software. Turn the sensitivity down until is only activates when you speak loud enough, or there is sound loud enough to activate the mic.

If you are using speakers for sound, the games sounds can be picked up by your mic if its too loud. I use headphones to avoid this.

Try adjusting your mic input sensitivity settings in steam settings (Mic volume). Lots of games use the steam voice plug-in, and I suspect so does PUBG.

If other peoples talking is too loud, turn down the recieve volume slider.

do you have an audio software on your system? may just be over lapping I used to get it on Rainbow six Siege

if you do just go into taskbar stop the service then (depending if you have windows 10 or not) go into start up and stop it from loading

Gee, who would assume that dedicated VOIP programs would work better than PUBG's voice chat. A great logical feat you have done sir. A real credit to the community.
