Do you own a 144hz monitor?
enable the 144hz in the monitor settings
enable 144hz in your nvidia control panel (I don't know how to do it on AMD)
manage 3d settings --> "preferred refresh rate"

enable 144hz in windows right click desktop --> display --> advanced display settings --> display adapter properties --> monitor --> screen refresh rate you should see 144hz on the list

if you DO NOT see 144hz then what cable are you using to connect your PC to the display? (I don't know too much about this area, other than support for 144hz varies. I am using a Display Port to connect my benq XL2411P 144hz monitor to my PC.)

120fps at 60hz are stil 60fps.
120 fps at 144hz are real 120fps. :)

-refresh 144 on PUBG launch options
turn on in-game fps counter
run pubg
go tosettings
turn VSYNC ON
if you see 144 fps on your screen then you are on 144 hz

You wont always get 144 fps on pubg, especially. I have a 144 hz monitor, and usually hover from 90-120. Its all about graphics. If 144hz is enabled, then your monitor is fine and your pc just isn't strong enough for pubg (its still an unoptimized mess in some areas)
