In most cases your GPU will be the bottleneck before your CPU, so I am going to go against the trend here and say GPU. That being said, you still need a fairly highly clocked CPU too and a low end CPU is going to make your fps suffer.
But I have a 6600k at 4.5ghz and a 1080ti and the 6600k can still be below 70% utilisation with GPU fully utilised at 100% (@1440p)

There is no more bottleneck into gaming (I tried my new 2080 on the old i7 2600 and there is no difference from the current i7 8700 I'm using)
The 8700 works below 50%
Cpu NEVER works at 100% otherwise it crash, it's ALWAYS on 99%

Your i7-8700k should have arround 400fps 1440p. I bet your i7-2600 cant even do 200fps if you mix it with a 2080gtx

Even if you have a 1440p or 4k monitor? Playing at 1080p when you have a 1440p screen is 'retarded'

If you don't have a 1080p 240hz monitor, and only a 1440p 144hz/165hz, yeah you play at 1080p. Even with a 1080ti/2080 you won't get 144fps or above at 1440p, plus it's harder to spot people.

It's like playing LoL or CS:go in 4k, it's just dumb. For competitive games 1080p 240hz is the monitor you want.

So before you go responding, do you actually check whether someone is correct or that you also have the slightest clue if you are presenting a correct argument? Clearly not. Well done, clap clap. Way to make yourself look... foolish.

The hilarious thing is, he is actually presenting an argument that supports my position (you just couldn't make this stuff up).

I even started up DCS world to prove my point that CPU DOES HIT 100% USAGE (GPU will only ever show 99% sure, though I dunno about you but I would consider that maxed out...)

Pretty sure that my CPU showing 100% usage is a clear indication that CPU's don't crash at 100% usage as claimed

my respose was more about there is no differenece between i7-2600 and i7-8700k in pubg fps wise if run a 2080gtx. the mistake about cpu`s would crash on 100% was only on top

Amazing how few of you know wtf you are talking about. So much misinformation here. Upgraded from a 6700k to an 8700k (both ran the same 1080ti,) ZERO FPS increase. The game is only CPU bound if you have a really old CPU. Any 3< year old quad core CPU will not bottleneck before your GPU does. Not to mention the ticrate in PUBG is incredibly low and low FPS is a symptom of poor server optimization.

TLDR - GPU typically bottlenecks first... Unless you are still running a 2nd/3rd gen i7.

Tested how? As I can honestly say the game never really maxed out my CPU but GPU constantly runs at 100%.
Not saying that this game doesn't need a decent CPU either but my experience is completely contrary to what you are stating

because youre more gpu bound at 1440, hence the utilization of gpu vs cpu at that resolution

Cant belive this except you run both on same clock speed. There is alone 500mhz differenece if you run both on stock. Impossible its the same fps. Every i7-8700k runs at 5ghz.. try this with an i7-6700k. For me there was ~40fps difference on comp settings 1440p

You can't measure CPU usage with task manager. You have to check the loads for each core. Especially AMD users. Even if task manager says CPU usage is only at 60%, you'll still be bottlenecked by the CPU if core 0 is at 100% and cores 6 though 8 are idle.
