Its more likely related to some software issue. If nothing else, try reinstalling the game, maybe got corrupted.
Its always about trail and error til you find the problem.
Laptops and All in Ones, can be different and you may need to turn on the video card in the nvidia control panel settings.
As for windows, you shouldnt need to set anything. You can mess with it you like but as i said, for desktops with a dedicated video card, you dont have to n shouldnt need to do anything, the system should be doing everything already.
Also windows insider isnt the same as windows 10. The insider version may see features that may never happen in the final version or simply changes were made n nothing needs to be done by the user.
If anyone is having to adjust a program or app for the video card, you already have a problem. You either didnt have the video card turned on or installed properly.
Open task manger, startup, disable ALL programs. Test game.
Disable anti virus or firewall while gaming.
If you did above, open task manager, details, it will show you what programs are running. Something could be conflicting with the game. End/disable program.
In task manager find tslgame and set the priority to high. It has helped some people.
If you use Discord, disable overlay.

In Windows 10, disable all background apps under privacy.
If you have a AMD Ryzen processor, disable SMT.
May help with crashes:
-Disable fullscreen optimization in tslgame, tslgame_be n tslgame_eac
Right click on game, properties, local files, browse local files, tslgame, binaries, win64, tslgame and tslgame_be. Right click on each exe, properties, compatibility and put a checkmark in disable fullscreen optimizations
-Make sure you are the admin and/or run the game as admin
-Make sure compatability mode is unchecked, some have found it checked
-Try repairing MS C++ 2013, 2015 or 2017.
