Yep exactly. Only full hp can prevent some death or know out.
Yeah in theory thats how its meant to work, 99% of the time regardless of health and gear its one shot.

Kar98k does 84.4 damage at level 3 helmet.
In other words you need to be above 85HP to not get one shotted at level 3
Level 2 helmet will protect you from Kar98k headshot if you have 99-100% health. If you have 98% then you are down.
Level 3 helmet will give far more protection and no one can one-shot you, neither with lvl 2 helmet.
The most important thing to understand is that every armor is the damage multiplier. So calculation goes that every weapon has base damage, every body has base damage multiplier (like head has 150% damage, so 1.5 x base damage) and then every caliber/weapon has range multiplier (longer shot means less velocity, means -X % to base damage).
So when someone shoots, it is: base damage - range - armor - body part = final damage to your health bar.
Like lvl 3 armor has -55% damage multiplier, basically nullifying the headshot multiplier but adds 5% extra protection.
Headshot with a sniper is 250% each gun class has its own multiplier.
damage * headshot multiplier * helmet reduction
75 * 250% * 45%
=
83.25
Anyone with less health than 83.25 will die. So yes being one shot killed with a level 3 helmet is possible.

The standard is to measure with 100% health, not less.
Or do we go now that a P92 is capable to one-shot to lvl 3 helmet*?
*) with 9 HP or less...
However in this case OP had 75% HP and was one-shot while using level 3 helmet.
Level 2 helmet won't save you from kar98k even if you have 100% health. You can survive neck shot, but not headshot
