Steam overlay and no current session time

For the past few days, during every lobby (waiting before the plane) Steam will pop up a notification telling me I can access the Steam Overlay during a game.

Also I've noticed that for most of the time the in-game overlay will not time my current session, often being at 0 still even with hours in-game. Sometimes this will just start counting if I watch it for long enough but it's getting pretty annoying with the Steam pop-ups.

This doesn't occur in any other game, is there a fix?
